Recruitment of Candidates for Panel of Experts on Trade and Sustainable Development of Korea-UK FTA

In accordance with the Rule on the Implementation of the Trade and Sustainable Development Chapter of the Free Trade Agreement between the Republic of Korea and the United Kingdom (Established Rule of the Ministry of Trade, Industry and Energy, No. 108), we announce the recruitment of candidates for the chair and members of the Panel of Experts which will be registered on the List of Experts stipulated in the Article 13.15 of the Korea-UK FTA.

Recruitment of Candidates for Panel of Expert of Korea-UK FTA

  1. Background of Recruitment

  1. The Ministry of Environment intends to recruit the candidates for a chair and members of the Panel of Experts which will review the matters that has not been satisfactorily addressed through government consultations in the process of implementing Chapter 13: Trade and Sustainable Development* of the Korea-UK FTA. 

    * Chapter 13 sets forth the provisions concerning the following matters: effective implementation of the multilateral environmental agreements (Article 13.5); promotion of trade and foreign direct investments that contribute to sustainable development including those in environmental technologies (Article 13.6); effective enforcement of domestic environmental laws and prohibition of waiver or derogation from environmental standards in a manner affecting trade or investment (Article 13.7); and promotion of cooperative activities on the environment (Article 13.11).

  2. The Panel of Experts which provides its expertise in implementing Chapter 13 of the Korea-UK FTA consists of one chair and two panel members. Once the Korea-UK FTA comes into effect, Korea and the UK shall agree on a List of Experts consisting of at least 15 persons with relevant expertise, of whom at least five shall be non-nationals of both Korea and the UK who will serve as chair of the Panel of Experts. (Article 13.15)

  3. At least three experts who are non-nationals of both Korea and EU (of whom one or two are experts in the field of the environment) will be recommended by Korea as the candidates for the chair of Panel, and they will be registered in the List of Experts alongside the candidates for the members of Panel, respectively five experts (of whom three are experts in the field of the environment) recommended by Korea and the UK. Hence, the Ministry of Environment intends to recruit the candidates who meet the requirements set out below.

  1. Application for Candidates of Chair or Members of the Panel

  1. Anyone who applies for candidate for Chair of the Panel of Experts is required to meet the conditions below:

  1. A person who are a national of neither the Republic of Korea nor the United Kingdom and is not an affiliate or interested person to both Korea and the UK.

  2. A person who has expertise in areas of international trade and commerce and the environment, and falls under any of the following categories:

  1. A person who has served as chair or member of panel in the process of dispute settlement relating to trade agreements 

  2. A person who has served for governments of neither Korea nor the UK or international organizations for at least ten years in the field of sustainable development including environment and employment/labor. 

  3. A person who has served as professor at least for five years at university or other higher-level education institutes in the fields of international trade and law or sustainable development including environment and employment/labor, and has hands-on experience in the field

  4. A person who has worked at least for seven years in the field of international trade and law or sustainable development including environment and employment/labor after obtaining Ph.D. in the area

  5. A person who obtained a lawyer certification in a country neither Korea nor the UK and has at least ten years of hands-on experience in the field of sustainable development including environment and employment/labor, and has experience of engaging in the process of dispute settlement relating to trade agreements

  6. A person who has sufficient knowledge and experience in law, international trade and sustainable development including environment and employment/labor to perform the role of the chair of the Panel of Experts

  1. Anyone who applies for candidate for member of the Panel of Experts is required to meet the conditions below:

  1. A Korean national who is not an affiliate or interested person to the UK.

  2. A person who has expertise in areas of international trade and commerce and the environment, and falls under any of the following categories:

  1. A person who has served as chair or member of panel in the process of dispute settlement relating to trade agreements 

  2. A person who has served for governments of neither Korea nor the UK or international organizations for at least ten years in the field of sustainable development including environment and employment/labor. 

  3. A person who has served as professor at least for five years at university or other higher-level education institutes in the fields of international trade and law or sustainable development including environment and employment/labor, and has hands-on experience in the field

  4. A person who has worked at least for seven years in the field of international trade and law or sustainable development including environment and employment/labor after obtaining Ph.D. in the area

  5. A person who obtained a lawyer certification in the Republic of Korea or abroad and has at least ten years of hands-on experience in the field of sustainable development including environment and employment/labor, and has experience of engaging in the process of dispute settlement relating to trade agreements

  6. A person who has sufficient knowledge and experience in law, international trade and sustainable development including environment and employment/labor to perform the role of a member of the Panel of Experts

  1. The applicants for candidates for chair or member of the Panel of Experts should fill the attached application form and submit the form in a Hangeul, MS Word or PDF format to 363kjh@korea.kr (International Cooperation Division, Ministry of Environment) no later than Monday, 28 November 2022.

III. Others

  1. The selected candidates for the Panel of Experts who have applied and recruited through this recruitment will be registered in the List of Experts after being ed through consultation with the UK, and the List of Experts will be posted on the Ministry of Environment website.

  2. Term of office, payment, and other details will be decided later upon consultations with relevant authorities including the Ministry of Trade, Industry and Energy.
