WAEGWAN, South Korea - Thus far no indication of Agent Orange was discovered in the water on Camp Carroll, or in the soil, sediment samples taken in the adjacent community around  Camp Carroll, the Joint Investigation Team announced at an Aug 5 press conference here at the Chilgok County Office.

왜관, 대한민국 - 공동조사단은 칠곡군청에서 8월 5일에 개최된 기자회견에서 현재까지 캠프 캐롤 기지 내에서 채취한 수질, 인근 지역에서 채취한 토양과 하천퇴적토 시료에서 고엽제와 관련된 징후를 발견하지 못했다고 발표하였다.

  Samples from six supply wells and 16 monitoring wells on Camp Carroll were taken from June 8 - 16 and analyzed by the Republic of Korea National Institute of Environmental Research and SGS laboratories in the United States. The U.S. Army Corps of Engineers Far East District verified the U.S. analytical results.

  6월 8일부터 16일까지 캠프 캐롤의 6개의 이용관정 및 16개의 관측정에서 시료를 채취하여 한국 국립환경과학원과 미국 SGS사 실험실에서  분석하였다. 미측 분석결과는 미 육군 극동공병단에서 검증하였다.

  Results from the on-post groundwater survey (6 supply wells, 16 monitoring wells) indicated that neither major components (2,4-D and 2,4,5-T) nor  by-products (2,3,7,8-TCDD) of Agent Orange were detected in any of the samples. A trace amount of unrelated dioxin was detected in some wells.

  기지 내부 지하수 수질조사 결과(이용관정 6개소, 관측정 16개소), 고엽제의 주성분(2,4-D, 2,4,5-T)과 고엽제의 불순물(2,3,7,8-TCDD)은 모든 시료에서 발견되지 않았다. 이와 관련이 없는 다이옥신의 경우 일부 관정에서 극미량이 검출되었다. 

  A total of 135 soil samples were taken from 22 spots off post and five sediment samples were taken from local rivers. Seoul National University, Pohang University of Science and Technology and Pukyong University analyzed the samples.

  기지외곽 22개 지점에서 135개의 시료와 기지 인근 하천에서 퇴적토 시료 5개를 채취하였다. 서울대, 포항공대와 부경대에서 시료를 분석하였다.

  Results from the off-post soil and sediment survey (Soil 22 points, Sediment 5 points) indicated that neither soil nor sediment showed traces of 2,4-D or 2,4,5-T. The amount of dioxin detected in the analysis is below the average level found in Korean soil. The dioxin, 2,3,7,8-TCDD, was not detected.

  기지 외부 토양 조사 결과(토양 22개소, 퇴적토 5개소), 토양과 퇴적토 모두에서 2,4-D, 2,4,5-T는 검출되지 않았다. 다이옥신의 경우 전국토양평균 이하 수준으로 나타났다. 2,3,7,8-TCDD는 검출되지 않았다.

  During Ground Penetrating Radar, Electrical Resistivity and Magnetic surveys on land farm, Area D and the remaining helipad area in Camp Carroll, anomalies were discovered but these anomalies did not indicate any burial of Agent Orange.

  캠프 캐롤의 랜드팜, D구역, 헬리패드 잔여지역을 대상으로 지구물리탐사를 실시한 결과 이상 징후(anomalies)가 나타났으나, 이것이 고엽제 매립을 의미하는 것은 아니다.

  The Joint Investigation Team is taking soil samples from 43  points at the landfarm, Area D and helipad areas. Soil will be cored until the drilling equipment reaches bedrock, and four different depths of soil samples will be obtained from each borehole. Soil sampling will begin today and includes the area identified by Mr House on 27 July.

  공동 조사단은 랜드팜, D구역 및 헬기장의 43개 지점에서 토양시료를 채취중이다. 토양 시료채취 장비가 기반암(bedrock)에 닿을 때까지 시추를 할 것이며, 각 시추공에서 깊이별로 4개의 시료를 채취할 것이다. 토양시료채취는 오늘 시작하고, 하우스씨가 7월 27일에 지목한 지점도 포함될 것이다.

The team is planning to release its findings by the end of August.

공동조사단은 8월 말에 조사결과를 공개할 예정이다. 

Both previously released off-post water sampling results and the current on-post groundwater survey detected volatile organic compounds (VOCs) such as TCE and PCE. These pollutants are not associated with Agent Orange. There is no clear indication of where theses pollutants originated. Camp Carroll has mitigation procedures in place and the water is safe for on-post personnel to drink. For the off-post water well that exceeded the Korean Drinking Water Standards, a safe water supply system has been provided. Consultation of environmental issues other than the current Agent Orange investigation will be addressed through the Joint SOFA Environmental Subcommittee.

  기존에 발표된 기지 외부 수질 조사결과와 최근 실시한 기지 내부 수질 조사에서 고엽제와는 관련이 없는 TCE, PCE 등 휘발성유기화합물이 일부 검출되었다. 이러한 오염물질이 어디에서 기인했는지는 확인되지 않았다. 먹는물을 안전하게 음용할 수 있도록 캠프 캐롤에서는 정수를 하고 있으며, 기지 밖 먹는물수질기준을 초과한 음용관정에 대해서는 상수도를 공급하고 있다. 고엽제 외의 환경문제에 관한 논의는 SOFA 환경분과위원회에서 다룰 것이다.
