During 2002 OECD Ministerial Council Meeting (MCM), 30 ministers of OECD countries decided to submit OECD sustainable development report to WSSD.

The report is a follow-up to the environment/economic joint session of the 2001 OECD MCM, which asked the OECD to draft OECD report to WSSD, as well as develop sustainable development indicators and de-coupling indicators.
