On 27th June 2005, Ministry of Environment announced the provisional amendment of「Enforcement decree and procedures of Noise. Vibrations Control Act. 」raising the idea of noise damages and solutions to its problems. The Ministry will introduce 10dB stricter noise enforcement for weekends and public holidays to offer residents a more pleasant living environment as well as more relaxing areas without exposure of noise.

Changes in Noise Regulations-

-Day: 70 ⇒ 60dB, morning. evening: 65 ⇒ 55dB, Night: 55 ⇒45 dB

-Day: 75 ⇒ 65dB, morning. evening: 70 ⇒60dB, Night: 55 ⇒45 dB
※ Day: 08:00～18:00, Morning and Evening: 05:00～08:00, 18:00～22:00, Night: 22:00～05:00

In order to enhance the new regulaetd limit, first it is decided to label the noise level mark on a total of 11 constructional machines and tools below.

- Motor Grader
- Roller
- Bulldozer
- Loader
- Power generator
- Air compressor
- Concrete cutter
- Crawler drill

The Ministry emphasizes regulating equipments and tools to control noise exposure which is more practical and reasonable method to decrease the noise level.

Once unlimited noise restriction mark get implanted, it is easier for both constructional side and consumer side to compare the volume of noise associate with construction tools and equipments objectively.
It could also derive people to use quieter construction tools and equipments.
Designers of construction equipment will be expected to accelerate the development of promoting lower noise construction tools and equipments as well as development in its market. It is evidently an efficient way to cut down noise emission.

From 1st of January 2006 the Ministry will introduce building a soundproof for the specific construction and it will also set a standard for sounding facilities which is only up to 7dB soundproofing quality and it will be as high as 3m.

In addition, the Ministry of environment will publicize and clearly send a message of the harmful of using megaphones/ loudspeakers indiscreetly in our living environment to reduce the use of those equipments during the events and activities even for public use from the public sectors.

Recently, the percentage of the noise produced by constructional tools and machines is more than 75%, increasing living noise in our environment constantly nevertheless, we believe the 「Enforcement decree and procedures of Noise. Vibrations Control Act. 」will give a better result in reducing noise exposure as well as enforcing the regulations at weekends and public holidays.
